So, you guys were wondering what that little cell phone is for huh? Well, it can be your best friend man. Not only can you access the online multiplayer from it, you can also contact important people:

You can contact Roman your cousin for free taxi rides. If you ever need to get somewhere to complete a mission, just give him a call.
If you need car bombs, just call up a guy named Packie.
If you need some pleasure or need to have a good time, call up Michelle and she'll be ready to 'service' you.
If you need to meet some ladies quick, have Nikko call up a Dating Service and they'll send him a lady.
There is another girl named Carmen, who you meet online. She can be really obsessive so you might want to stay away from her. She'll do nothing but constantly bombard you with text messages. Here is the catch, she is a nurse and she can give you health boosts. So, you're stuck with her unless you can find another way of getting health fast.
You can call up your lawyer's girlfriend to have your wanted level lowered to nothing. She'll get you clear of whatever crimes you've committed.
