I found this clip on YouTube Japan and I'm pretty sure it's a McDonald's commercial or possibly a compilation of McDonald's commercials set to happy, number one, super, good-luck, music.

I suppose it's possible that this is a commercial for anti-psychotic pharmaceuticals. I don't speak Japanese, so I have no idea. You're guess is as good as mine.
